The Planning Department has two main roles with overlapping responsibilities. Planning takes care of all land use planning and transportation planning efforts. Zoning is to handle development reviews, zoning permits and violations, and code of ordinance revisions. Duties of the Planning Department include:

  • Coordinates the Village’s planning, zoning and subdivision functions to include current and long-range planning, annexation administration, subdivision procedures, and development review.
  • Reviews all subdivision plats and site plans for compliance with Village Ordinances.
  • Reviews and recommends rezoning requests; interprets, applies and recommends zoning and land use ordinance amendments.
  • Reviews all zoning permit applications to ensure that new construction or building renovations comply with regulations, including building setbacks, parking signage, etc.
  • Develops, implements and administers planning/zoning policies and procedures; enforces Village Ordinances.
  • Administers and enforces the provisions of the Village’s floodplain development ordinance and applicable laws.
  • Provides information pertaining to planning and land use documents, development plans and documents, and plan review to the public.
  • Establishes and updates adopted Village Plans.
  • Maintains the Village’s GIS with updated data and maps, as appropriate.
  • Formulates, submits and presents planning-related staff reports and recommendations to the Village Council, Planning Board, Parks, Recreation, and Greenway Advisory Board, Design Review Authorities and the Board of Adjustment; provides staff support for the Planning Board and the Board of Adjustment.

 

Marvin Development Ordinance (MDO)

The Marvin Development Ordinance (MDO) was recommended for adoption by the Planning Board on Tuesday, April 16, 2024. The Village Council then held a public hearing on the MDO on Tuesday, May 14, 2024, at 6pm at Marvin Village Hall. Following the public hearing, the Village Council discussed and adopted the MDO. The Council also adopted amendments to the Marvin Heritage District Small Area Plan.

Hunter NestorPlanning Director

The Village of Marvin is pleased to announce the hiring of Hunter Nestor as the Planning Director. Mr. Nestor spent the 3 years with the Western Piedmont Council of Governments (WPCOG) in Hickory, NC as a Community and Regional Planner. During his tenure at WPCOG he served as the planner for five different municipalities and worked on various special projects including comprehensive land use plans, small area plans and PARTF grants. Prior to beginning his career with WPCOG, Hunter earned an undergraduate and graduate degree from Appalachian State University. Mr. Nestor earned a graduate degree in Public Administration with a focus in town, city and county management. During that time he completed several internships, including with the City of Conover and the Town of Troy. He was also the graduate assistant for the MPA program director and appointed to serve as the student representative to the Appalachian State Local Government Alumni Association and was the President for the International City/County Management Association (ICMA) student chapter. When Mr. Nestor is not working with local municipalities, he likes to spend time outside mainly on the golf course and on the lake with his family.
