The Village Finance Department administers the Village’s financial affairs. The department works diligently to keep the Village in compliance with all federal and state laws. Finance is responsible for all federal and state financial reporting, overseeing capital budgets, ensuring compliance with grant regulations, creating capital improvement plans, and ensuring the completion of the Village’s annual financial audit.

 

Finance Director

Jill Carilli serves as the Finance Director for the Village of Marvin. She is a graduate of the University of Massachusetts with a degree in Business and a concentration in Marketing. Jill has been a resident of North Carolina since 2013 and previously served in various Finance and Development roles for local and regional non-profits.

The Village Finance Director is responsible for all Accounts Payables and Receivables, preparing and balancing the annual budget with the Village Manager, and approving and monitoring spending; while adhering to N.C. General Statutes. The Finance Director also processes payroll, taxes, manages numerous Capital Projects, Special Projects, and Grant Funds, as well as submittal of all required Federal and State reporting and audit requirements. Jill is currently working towards earning certifications in Government Finance and is a member of the N.C. Government Finance Officers Association (NCGFOA) and the N.C. Local Government Budget Association (NCLGBA).

Jill can often be found mingling, dancing with, serving, and loving on Marvin residents at our annual events (Marvin 5k, Marvin Day, National Night Out, Trick or Treat, Tree Lighting and more!) Jill is a single Mom to two teenage daughters and when she is not working, her passions include the beach, mountains, outdoor activities, traveling, sports, music, theater, and Church.

 

Finance Administrative Assistant 

Mary Canongo serves as the Finance Administrative Assistant and Front Desk Receptionist for the Village of Marvin. Mary is also a Boston native who now calls Monroe, NC home. She is a graduate of Berkley College and worked in Fashion before joining the Village. Mary primarily handles all residents and guests with their needs when they visit or call Village Hall. She also handles Accounts Receivable invoicing for the Village, and helps new construction residents set up their trash/recycling service upon completion of their homes. Mary is also a devoted wife and mother to two young children.
