MARVIN, NC — The Village of Marvin Council is pleased to announce the appointment of Brian T. Lee, CPA, CLGFO, as Village Manager, effective Monday, October 19, 2026. Lee brings extensive local government management and financial executive experience in North Carolina, featuring a proven record in capital planning, strategic management, and public administration.
Lee most recently served as Assistant Town Manager and Finance Director for the Town of Harrisburg, NC. During his municipal tenure, he helped guide a team of approximately 140 employees, implemented comprehensive 10-year capital and financial models, and successfully managed the funding and execution of over $100 million in capital projects, including nearly $20 million in federal transportation grants. His strategic oversight secured five consecutive unanimous budget approvals for the Town of Harrisburg and played a key management role in advancing the town's Strategic Comprehensive Plan, Parks Master Plan, and Unified Development Ordinance (UDO).

Prior to his executive role with the Town of Harrisburg, Lee worked in public accounting as a Manager with Martin Starnes & Associates, CPAs, P.A., where he led audit engagements and financial reporting for governmental, non-profit, and corporate clients.
Lee holds a Master of Science in Accounting and a Bachelor of Science in Business Administration from Appalachian State University. He is a licensed North Carolina Certified Public Accountant (CPA) and a Certified North Carolina Local Government Finance Officer (CLGFO). Additionally, he is a graduate of the UNC School of Government’s Municipal and County Administration Course and Leadership Cabarrus.
