Q: What are the November ballot referendum changes?
1) Shall the ordinance changing the Village of Marvin form of government from a Mayor-Council to a Council-Manager be approved?*

2) Shall the ordinance allowing the Mayor of the Village of Marvin to vote on all matters be approved?**

Q: What is a Charter? Are changes permanent?
A: Charters set up the basic functions and services of the municipality when they initially incorporate as a community such as the number of elected officials and their terms; partisan or nonpartisan elections; districts or at large elected officials; the structure of how the organization functions; etc. Changes are intended to be permanent or used until their intended use no longer serves purpose. Charter changes can be changed within two years the after the beginning of the term of the officers elected.
Q: Why change the Charter now?
A: The needs of the community have changed. When Marvin incorporated in 1994, there were 274 citizens; now, there are over 7,000 residents. Marvin’s population has increased over 2500% over the last 26 years (yes you read right. The Council believes this growth warrant changes for greater effectiveness and efficiencies.
Q: How long has the current board considered these changes?  
A: Charter changes have been publicly discussed since February 2020.
Q: What are the differences between a Mayor-Council and Manager-Council Form of Government?

Q: What are key takeaways for the Mayoral Vote for citizens to consider?
A:  Because the Mayor currently only votes in the case of a tie, his/her votes cannot be used in certain situations because they don’t always vote which could prolong public business. Voters should consider the transparency and accountability that could result from knowing the Mayoral vote; as well as how efficiencies in governmental actions could be promoted. Voters should also consider the Mayor leading discussion while also voting.

Q: Would the Village have to hire a new "manager" if the form of government changes?
A:  No, the current Administrator's title would change from Village Administrator to Village Manager.

Q: Are there other opinions or factors that voters shall consider when making a decision on these questions?
A:  Absolutely! Every citizen within Marvin has their opinions. Some people believe that every elected official should vote while others believe that the Mayor leading the discussion should not. Some people believe that employees of Marvin’s government should report to 5 or 6 elected officials with different opinions and oversight methods and some believe one manager is more efficient and effective. The Village wants its residents to be informed on these issues and Council encourages all citizens to do their own research to make the most informed decision.

Citizens and/or Homeowner’s Associations are encouraged to reach out to their elected officials for any questions and/or meetings they may wish to have a representative attend.

Clarification on Public Hearing for 7-Eleven Requested Zoning Changes

Dear Residents,

Village Staff would like to address a misunderstanding being shared online regarding 7-Eleven at Marvin Gardens. At their work session meeting on Thursday, October 29 at 9am, the Village Council will call for a public hearing on requested zoning changes by 7-Eleven. There will be no discussion on this topic at this meeting. The public hearing will be held at the November 10 regular meeting.

Advisory Board Vacancies

Attention Younger Residents (18+): Please volunteer! Serving on advisory boards is a great way to develop a resume and contribute to the community!

WUMA Meeting

WUMA or The Western Union Municipal Alliance was formed in August to study, investigate, advocate for, and promote regional issues affecting towns in the Western Union County area, including land use planning, transportation, economic development, etc. Currently the alliance includes delegates from the elected boards of Weddington, Marvin, Wesley Chapel, Mineral Springs, and Stallings. Meetings are held every 4th Thursday of the month at 4pm. The location rotates between towns. The next meeting will be held this afternoon, October 22 at 4pm at Wesley Chapel Village Hall.
